As the reform in economic system and industrial restructuring deepens in rural areas since China's reform and opening up 30 years ago, an increasing number of farmers are flooding into cities to seek employment, which gives rise to a large migrant-worker group. While making great contributions to the social and economic development in urban areas,they, however, have never been granted enough social security. Among all the social security systems for migrant workers, their old-age insurance system is the most complex, most controversial and also one of the hottest topics for scholars. This essay, based on qualitative research, quantitative research and documentary research methods, probes into the old-age insurance system for migrant workers. Firstly, the author talks about the value, theoretical basis and also the development of old-age insurance system for migrant workers. Secondly, the author analyses the existing patterns of old-age insurance system for migrant workers by comparing their scopes, shapes, standards and applications. Thirdly, the author, from the perspective of migrant workers, analyses the effectiveness of applying old-age insurance system for migrant workers and also illustrates the challenges and dilemmas at present. Lastly, by referring to the advanced experience in foreign countries in this regard as well as the practice in our country in innovating old-age insurance system for migrant workers, the author recommends some suggestions on how to treat the migrant workers fairly, how to protect their rights and benefits and how to improve the integrated social security system between urban and rural areas.
