With the acceleration of urbanization process and the strengthening of environmental protection in China, as a kind of infrastructure, Water supply and drainge pipeline engineering gets a development increasingly. In the next 10 to 15 years, China will build a large number of water supply and drainage projects, its total investment will reach 2,000 billion Yuan. Analyse from the actual water&waste water engineering, the city will increase the water supply ability per of the 10,000m3/d which need to set up the water supply piping 13-15 km; And the city needs to construct the 9-11 km pipe of waste water if it will increase the processing ability per of the 10000 m3/d each time. Especially under the influence of financial crisis and the state in order to stimulate domestic demand, the above data will further increase. According to the statistics, the piping investment occupies about 60% in the whole engineering. Accordingly, it is necessary to control pipeline engineering cost reasonably. It can make the capital which is injected by the country play an effective action.This article establishes the quantity- price- assessment theory system by the.project budget and economic evaluation aspects. On the basis of theoretical analysis, the author develops a water drainage pipeline engineering estimates and economic evaluation systems by useing AutoCAD and c# development platform he system of water pipeline engineering. This kind of research is made at first time. The system is divided into CAD data read operation modules, water supply module, drainage modules, data aggregation module, software module sets of prices and economic evaluation module. On the base of using instance and demonstration, it shows that the system which adopting advanced design concepts and developmental techniques owns powerful function, soft interface, convenient manipulation and strong practicability.
