Along with the knowledge economy, the network economy and information technology's swift development, the business management must take the project as a center, enhances oneself to participate in the competition ability. The development model of 21st century's production and the operation more will use by the project primarily, the management of enterprise developed by project already will be the inevitable trends. But the project management origin history is short, especially our country only started to use project management from the early-1980s, the correlation theories and the technology are not very perfect. Regardless in domestic or overseas, the enterprise project success ratio is not high, the project tows the time, the overspending to be common seriously, the heavy accident occurs frequently. According to the authority memoir's statistics, Chinese enterprise ERP project success rate is less than 30%, proportion of thorough defeat project takes up above one-third of the project sum.Failed projects exist objectively and massively in the real world, and the real and potential value of its resource decides that it need re-allocated. The content of this paper are as follows:The part of Introduction described the background, purpose and significance of the paper, proposed relevant research methods and technology road map, related the domestic and foreign research from the perspective of the project failure and resource allocation; the 2nd chapter conducted the theories of research to the failed project resources deployment, including defined of relate concepts and analysis on theories of resources deployment; Chapter 3 studied the re-allocation of failed project resources among multiple projects within the enterprise; the component of chapter 4 is the research of re-allocation on failed project resource among relate enterprise; chapter 5 studied failed project resources re-allocation in the market; the 6th chapter analyzed the influencing factor in the process of failed project resources 'allocation; the 6th chapter is summary and forecast.Based on the theory of resources allocation, this paper use theories and the method of project management science, the system theory, the operations research, the statistics and so on to carry on the basic analysis and the fundamental model establishment, through using the method which unify the standard research and the empirical study to the solute the question which the resources re-allocation of failed project. The establishment of a general theory construction and the management system on failed project resource allocation can help enterprises and government to strengthen project management, improving management efficiency and level of resources, accelerating the construction of circular economy and build a conservation-oriented society to provide the theoretical basis and practical guidance. The result of research has certain reality and the theory significance.
