Now most of the companies are engaged in activities in multi-project environment. When resources, especially human resources, which were shared by multiple projects, are conflicted, for businesses how to allocate resources rationally is crucial for enterprises to reduce costs and improve core competitiveness. This paper which based on priority of multi-projects and in full consideration of the situation of human resource efficiency, allocates human resources for multiple projects occurring human resources conflicts, has some theoretical and practical significance. Firstly, this paper finds two levels of indicators for projects evaluated by literature summarization and expert investigation. Secondly, calculate the subjective weights of each index based on gray correlation and the objective weights, of which the evaluation value of each index is interval number, based on compatibility. Then obtain the combined weight of each index by linear programming, thereby establish the priority of multi-project evaluation system. Thirdly, the calculation method of multi-project priority evaluation value is given, based on the theoretical deviation degree. And combined with specific examples, evaluate the priority of A, B, C projects. Finally, establish the human resources optimal allocation model based on multi-project priority in which fully consider the efficiency of human resources. Meanwhile it considers, in addition to the cost of the minimum, the optimization of the duration in the objective function. And then use the genetic algorithms to solve the problem combined with the given examples which will prove the validity of the algorithm.The evaluation system of multi-project priorities established in this paper, the optimal allocation model based on the priority of multi-project and the solution method, will in the future has certain reference for either theory or practice operation.
