With the acceleration of global economic integration, in the background of the new era. state-owned enterprises actively promote the reform.During the reform gradually into the deep reform, it need continue to emphasize "people-oriented",and to emphasis on human resource management. Among state-owned enterprises, a large number of informal workers, who commit plenty of basic work, play a very important role in the whole process of development of state-owned enterprises. At the same time, with increasingly fierce market competition, it needs to take practical and effective way to develop people's initiative and creativity, which related to staff motivation problems. Through incentives to informal workers, it can make the organizational goals and objectives of staff combine and ensure that these informal employees contribute to the development of enterprises on their own strength following the general direction enterprise development. "Incentive" has become important strategic means for state-owned enterprises to obtain competitive market advantage, which is the key to competitive advantage of today's state-owned enterprises.The paper is based on the status quo and background study of incentive mechanism for informal employees of state-owned enterprises. Firstly, it makes a deep and detailed analysis on the status quo of incentive mechanism for employees of state-owned enterprises. Secondly, it is proposed that the fundamental problems of incentive mechanisms the state-owned enterprises use can be reflected by the basic method of employee satisfaction survey. Employee satisfaction survey, mainly by combining questionnaire with interview survey, a survey conducted among informal workers of the power company of Huai-Ning county, and the staff incentive problems of state-owned enterprises are found through empirical analysis of the survey results; Finally, in accordance with the specific problems, effective adjustment strategies are developed to motivate employees in the greatest degree, which can build a good incentive mechanism to strengthen the overall competitiveness of state-owned enterprises.This article is divided into six parts:The first part is an introduction, mainly describes the purpose and significance of the research, the status of domestic and international academic research, as well as the main content of this article, methods and ideas.The second part discusses the theory and incentive motivation, the main content of the incentives and the basic characteristics of incentives.The third part surveys and empirical studies the incentives to state-owned enterprise informal employees.It mainly analyzes the characteristics of informal workers of state-owned enterprises in China, the status quo of incentives to informal employees of state-owned enterprises, and the satisfaction and incentives survey to informal employees of state-owned enterprises.The fourth part analyzes problems of incentive mechanisms to the informal employees of state-owned enterprises and the causes, which is difficult and critical writing of this article.It points out the main problems among incentives mechanism to informal staff of state-owned enterprises and present motivate failure causes.The fifth part focuses on the perfection of incentives strategy the informal workers of the state-owned enterprises, and discusses improvement of informal employees incentives to integrated design the state-owned enterprises,based on human capital characteristics of incentive mechanism staff salaries design and non-salary incentives Mechanism design strategy.The sixth part is the conclusion and outlook. It focuses on the important part research for the second time,and puts forward ideas for future research in this topic.
