Since reform and opening-up policy have carried out, the process of rural urbanization had been accelerated in China through the development of township enterprises and the promotion of inter-regional mobility of labor employment. Transfer of rural labor has become an important way of the promotion of coordinated development between urban and rural economies. Henan Province has a large population base, more and more surplus rural labor are rising, and economic development and urbanization rate below the level of the national average. Therefore, transfer of rural labor in Anyang still faced many constraints. How to effectively speed up the transfer of rural labor, there is of great significance to effectively solute the "three rural" issue and smoothly achieve well-off rural areas from subsistence to move towards prosperity.In this paper, as the starting point of the situation of the transfer of surplus rural labor in Anyang, using of comparative research and case analysis method, five counties and one city in four districts in Anyang has had in-depth investigation and the work of the Sunshine Project, transfer of rural labor force in Anyang, has been summarized and mainly concluded the following main results:First, through the conditions of the transfer of rural labor at home and abroad, some problems in the development has been posed; combining the specific situation of Anyang, the development background of the transfer of rural labor force training has been described. To illustrate the specific situation of the four stages of development in tabular form over the years bud, start, develop and improve, through the regulatory system the statistical analysis has been done over the years to the training object's age, gender, training situation, and the employment situation, then obtained the main features about the Sunshine Project, the transfer of rural labor force in Anyang .Second, the practice and experience about the Sunshine Project in Anyang have been summarized, many systems of protection have been proposed such as the government to promote the implementation of the system, improve service means, strict incentives, vigorously publicize, innovative training model; through a variety of training modules, many Anyang brands have been created such as the "forest state construction workers," "Tangyin processing of agricultural products", "e-operatives within the yellow", "Hua County textile workers"; On the Sunshine Project in Anyang , the performance evaluation work has been done and the training results were analyzed, and some of problems were presented on the Sunshine Project such as enrollment problem, subsidies is low, management is not standardized, and poor follow-up services.Third, there are some strategies for issues to promote the development of the Sunshine Project work such as resources integration, to seize the peak of enrollment, monitoring funding in place, the system of strict, to keep separation of management training, strengthen the supervision and follow-up services, and suggested that adherence to the "two principle ", to build" two system "and a" four mechanisms."A summation is made to generalize in this paper, a number of problems were raised in domestic and foreign to further research and discuss. Through researching and practicing issues, the paper summarized and formed the training theories and methods of the Sunshine Project to optimize the structure of rural labor force transfer. To explore and summarize a set of management methods, and levels of the "five system", namely: public system, "first class" system, accounting system, on a regular report on the work system, inspection and acceptance system; To strictly regulate the "seven work "namely: standardized training objects, standardized training time, standardized training, standardized the use of funds, standardized training base for the identification, specification project unit selection, standardized training of operators; To be required the training base to achieve" 10 with "that: with Brand professional, with orders, with practice field, with training materials, with clear rules and regulations, with training programs, with brochures, with training records, with sunshine works publicity field, with a tracking service liaison officers. These systems and methods promote at after the transfer of rural labor supervision better development. A wide range of training modules were explored: orders training, school and enterprise Liaison Office, commissioned training, orientation training, training and entrepreneurship training model, the systematic training methods formed to provide the basis for future training. The paper has practical significance to the sustainable development of the Sunshine Project work, the transfer of rural labor in Anyang.
