In 2004, China began the Sunshine Project about the transfer of the surplus labor, playing a positive role in increasing rural incomes, advancing a living standard and helping to an affluent societyMeanwhile, Hebei Province implemented the Sunshine Project, from the time of its implementation, it has transferred and trained more than 70 million persons, which contributed to the farmers employment, enforced the rational and orderly flow of rural labor and increased a great deal of farmers income. In the first place, this report explains the causing of the rural labor, and then reveals the operational mechanism of the Sunshine Project, at last, its effectiveness, problem and settlement. There are a lot of problems in the process of this project, such as the lower education of the rural labor, guarantee of the legitimate rights and interests, publicity, financing, policy support. The time and the quality of the training of the project is also should be considered. Pointing at these problems, this report particularly inquires to the strength of the government liability, advance in labor predisposition, sound of the social security system, reform of household registration barriers between town and country. It also peers into the enhance of the construction of petty loan, the increase of publicity, and so on, so as to resolve the problems existing in the process of the project, in order to improve and perfect the Sunshine project ulteriorly and figure the rural employment all out.
