The Development Of Agricultural Recycling Economy And The Policy Of Government

With agriculture recycling economy is at an early age, there exist various researches and people's understanding deepening. However, how exactly government should do to guidance agriculture recycling economy still weakness from the view of public administration. Base on these practical and theoretical backgrounds, the paper analysis what government facing and how the problem brought out and what the consequences are after set up the necessary of government's role to guidance. We have analyzed the cultural values of modern industrial civilization and way of thinking and adapt with the industrial civilization of social management on the development of circular economy of agriculture. We have examined the ecological service function of government imperfections issues and needs of rural public goods mechanism to express. And we seek to analyze the development of agriculture from two perspectives obstacles to recycling economy. We propose appropriate measures, including system construction, government eco-service functions, training new farmer and technology extension service system of circular economy.
