The Exploration Of The Supplying Model Of Community Public Goods Under The Guidance Of Government

With the 30-year reform and opening up, China has made great strides in the development of cities. In the context of attaching great importance to urban construction, the supply of community public goods becomes hot spots of theoretical research. These studies focus on the following areas:supplying situation, problems and countermeasures of community public goods. Overall, the development of community public goods is of great significance to the sustainable development of urban economy and society and improving people's livelihood as well as urban society equality.Taking the communities of Urumqi as an example, using the methods of structured interview and participating observation, this paper carried out practical research and analysis on the achievement and drawbacks of the supply of community public goods. On the basis of this, combing with the knowledge of public administration, it tries to propose some thoughts and suggestions on the formation of the supplying model of community public goods in the city of our country. It is divided concretely into four parts:Part1:Introduction. Elaborating on topics of background, purpose and significance of research, as well as research methods and the literature review of the supply of public goods both at home and abroad.Part2:Taking the communities of Urumqi as an example, this part specifically addressed three areas:1. the analysis of supply situation of community public goods in Urumqi; 2. the existing problems of the supply of community public goods in Urumqi; 3. reflection on the effective supply of community public goods in Urumqi.Part3:The feasibility of diversified supply of community public goods under the guidance of government. First of all, it discussed the leading part of government from the aspect of the inhered advantage of government and the barrier of market supplying. Secondly, it elaborated the theory of governance which provides stable theoretical basis to diversified supply. Thirdly, the new characteristics of the community and the successful experience of foreign countries and Hongkong tested the feasibility of diversified body together participation in the supply.Part4:The formation of the supplying model of community public goods under the guidance of government. Based on the formation model, this part conducted a three-tiered analysis of its content. Firstly, embodiment of the role of government-guidance; Secondly, the channels through which the government supplying community public goods; thirdly, emphasis on the community's own advantage on the supply of community public goods and finally, some problems to be paid attention to in the supplying model.Last but not the least, the paper concluded the supply of community public goods in the city while expressing the expectation of harmonious community in the future.
