Research On The Cooperation Supply Model Of Rural Public Goods

When many scholars criticize our government for taking on everything about the supplying of public goods and public services, bearing the dual role of producer and arrangement were, they should pay attention to such a fact:In China's vast rural areas, the government is absent of supplying public goods and services.China government has a long time implemented different institutional arrangements in urban and rural areas, long-term alienation of rural public goods outside the state budget leading to the "Agriculture, Countryside and Farmer" issues. In the people's commune period, the rural public goods were entirely self-supplied by the production team. After village and town system took place of rural people's commune system, though the township government assumed a part of public goods supply, but still cannot solve the serious lack of public goods in rural areas. Until Chinese government proposed "balance urban and rural development" during the Sixteenth National People's Congress, taking the achievement of the equalization of urban and rural public services as a top priority of urban and rural reforms. This thought makes clear that the government should take primary responsibility of supplying public goods in rural area, which makes the" Agriculture, Countryside and Farmer" issues arise dawn. At the same time, with the rapid development of rural economy and society, the farmers'demand of public goods and services has rapidly increased, which also shows diversified and personalized. So only depending government is difficult to meet the needs of farmers, we need to rely on government, society the market's cooperation.This article firstly reviews the theory of governance, new public service and other related theories, and the construction of service-oriented government to conduct a brief evaluation, at the same time, as well as the public goods, public services and other related concepts, and also briefly reviews the supply modes of rural public goods. On this basis, this paper study Chengdu's balancing urban and rural reform and the country of Qingdun in Deqing County, finally build a co-supply model which is "government-led, rural community-add, and market support", for providing recommendations of balancing urban and rural development and the equalization of urban and rural public service.
