Study On The Plant Production Structure Adjustment Of Shenyang City During The Agricultural Economical Restructuring Period

The international financial crisis is still spreading in 2008, it disrupts the pace of the agricultural economical restructuring of China. Market demand-oriented to adjust agricultural structure has become the measures and direction of our country for copping with the international financial crisis once again. However, currently, people pay more attention to the industry than the agriculture of Shenyang, resulting that the most researches on its cropping structure adjustment only contained the crops and their regional distribution, neglecting of the quantity and quality adjustments, the technical and system adjustments, and the sustainable agriculture adjustments. Because of "mismatches action choice" and "absence from their duties" of government, the behaviors of farmers blindly adjustment will inevitably lead to the situation of "rushing headlong into mass action", then the phenomena of the similar and low quality products, the peasants having high production but low income will appear again.Therefore, now, studying the problem of cropping structure adjustment of Shenyang, it should be based on the adjustment of agricultural structure over the years which makes the whole country has the similar style, and highlighted the characteristics of our own. Adhering to market demand-oriented and the comparative advantages;relying on technology, adhering to sustainable development; respecting the wildness of the peasants, insisting the Government's promoting and system innovation that must become the choice of Shenyang to adjust its cropping structure during the agricultural economical restructuring and the financial crisis.Based on field surveys and questionnaire surveys, combining the Agricultural Census data of China and Shenyang, it studies the selected topic by the following:①Based on the theory of comparative advantage, it re-determinates the recent Aggregated Advantage Indices of the main crops among cities, districts and counties of Shenyang, pointing out the direction of cropping structure adjustment and regional distribution methods;②Based on the theory of sustainable development and industrial structure theory, it measures the gray concern degree of the main planting technical measures and the main planting system measures to the plant industry output value, as well as the gray concern degree of the farmers related income to the farmer per capita income, then makes a conclusion of that mechanization plays the most important role in the planting technical measures, new system such as Fumin communities, and cooperative economic organizations of the peasants have a significant impact to the plant industry development, cropping earnings greatly influence on the farmer per capita income of Shenyang, at the same time it anal sizes the relationship among them, optimizing the technology and system of the plant production;③Based on the theory of system changing, by the questionnaire surveys and empirical analysis, it demonstrates the peasants household's decision behavior characteristics and influence factor in the cropping structural adjustment of Shenyang: householder's age has a negative correlation to their action, as well as the property characteristics, the support of the local government and "the problem of difficulty selling" in local agricultural market; householder's schooling has a positive correlation to their action, as well as householder's specialized inputs for production and operation, the technology characteristics. And it uses the case analysis clarifies the ways and means for cropping structure adjustment.
