The construction of collective forestry rights transfer system is an indispensable and important part for the sustainable development of forestry. Forestry rights transfer is the breakthrough and starting point for forestry resources marketing, brings a new vitality for forestry production and opens up a new way for the reformation and revitalization of collective forestry in countryside.Forestry rights transfer means that the right holders transfer all or part of their woods and forestland rights to other people by the means of subcontracting, letting, transferring, exchanging, investment, mortgage and etc. It is essentially the change of real rights relating to forestry rather than the trading of forestry resources. It is important to regulate governmental conducts, perfect legal system of forestry rights transfer service, promote forestry asset evaluation, set up supervision system, establish forestry rights marketing including the first and second market. And therefore, it is necessary to make special regulations on forestry rights transfer so as to lay legal foundation for forestry rights transfer. Furthermore, it is significant to set up relative supporting systems including modern forestry property rights system, forestry right registration system, forestry resources asset evaluation system and wood cutting quota system which makes forestry rights transfer to a regular way.
