Forestry-property-rights-circulation is based on the household contract responsibility system, to introduce the market mechanisms, to achieve the combination of forest resource assets and market factors ,to optimize the institutional arrangements of forest resources;is the inevitable development trend of Forest Right Reform to enter a new stage .This article is based on the extensive collection and search the information,reference and the field visits,through economic,motivation, obstacles ,pattern, game analysis and Auction Mechanism study, Illustrated many constraints factors of the current Forestry-property-rights-circulation,and analyed the cause of the problem deeply based on economic perspective. Content and results of their research can be summarized as the following four parts:1.Surveyed the market of Forestry-property-rights-circulation in Sanming City, the demand of market of Forestry-property-rights-circulation is reducing overall, and the circulation market is not active.The problem of information asymmetry exists between principal parts of the interests in forest right trading market. That is due to the buyers do not know the information of market supply,credit and ethical standards of the Sellers leaded by the forest Fragmentation yielded by allocation of the land equalization policy. Making the transaction costs high in the process of the transaction,resulting in smaller scale of the forest ownership transactions, makes it impossible to achieve a reasonable flow and optimize allocation of resource.As the asymmetric information, the transaction costs of the buyer increased, the prices of forest right transfer drived down, the market turnover of forest right transfer shrinked, the resources can not be the optimal allocated; and as the price of Forestry-property-rights-circulation decreased, the risk of credit moral may happened more likely, leaded to further increasing of the cost that the buyer must to bear , the actual transaction price of two sides reduced obviously. the efficient of the resources allocation decreased. Market trading environment is deteriorated furtherly. And go into a vicious cycle.2.Analyed the motivation of Forestry-property-rights-circulation from the subjective and objective aspects, from the subjective aspects ,analyed the motivation of the transferor and ransferee respectively, the former mainly because there are very few forest farmer gain profit due to the mountains,the latter is mainly because they want to achieve scale economies and intensive use.Analyed the obstacles of Forestry-property-rights-circulation through four aspects as followed :institutional, legal, operational and service system ,to summed up as: property rights are unclear, the local government abuse the administrative power; national absence of forest right resfer legislation; laws of forest right registration are imperfect; Forestry-property-rights-circulation is not standardized; Many institutional environment such as rural social security system and credit markets are imperfect.Analysis of Forestry-property-rights-circulation contract, lease, auction, shares of four circulation patterns that exist in their application, comparing the strengths and weaknesses, and the establishment of cooperation in forestry mainly on the shares of the current economic organizations active in promoting the form of the circulation, but The use of shorter forms, but also open to question and verify its effectiveness.3.Establishing the game model of farmers with the buyer in the process of Forestry-property-rights-circulation, analyzing the relationship between the relevant factors in pricing, and concluded that: the buyer and the farmers are conflicting interests, in the transitional period of Forestry-property-rights-circulation, the price of Forestry-property-rights-circulation is relatively low; in the market regulation of Forestry-property-rights-circulation, the price is relatively high.4.Establishing the game model of Forestry-property-rights-auction and concluded: The more the number of participating bidders, the higher prices the auctioneer can get. So, to allow more and more people to join the bidding auction is the auctioneer's interest.The optimal reserved price of forestry-property-rights-auction is computed : ,it only has relationship to the distribution function of the bidder valuation. The optimal reserved price the Forestry-property-rights auctioneer setted has no relationship to the manners of sealed-bid or opened-bid. As ,auctioneer's optimal strategy is the confidential reserved price,then,expected return will be largest. As auctioneer's optimal strategy is the overt reserved price,then,expected return will be largest. As Whether reserved price is opened or not does not effect the the quotes of the bidders,expected return is the same. Optimal auction mechanism is that award auction goods to the highest quoted price that the bidder reported,and the price must be higher than the optimal reserved price,that is to say, the standard auction mechanism which had setted the optimal reserved price is the seller's optimal auction mechanism.Finally, in this article,for the current actual situation of Forestry-property-rights-circulation in Sanming City, according to survey data, the results of empirical analysis , the game analysis of the circulation agents and the overall structure of the auction mechanism design, proposed the feasible, workable suggestions so as to optimize the Forestry-property-rights-circulation.
