The core value of urban comprehensive planning lies in its representation of public interests. The existence of public interests has already drawn the attention of the formation of urban comprehensive planning in aspects such as urban developing scale, urban spatial structure, urban infrastructure, and urban sociological safety. However, the long lasting contention in the concept of public interests has been so fierce that the current interface of public interests is still unsettled.With the reform of decentralization between the local and central governments, urban government is emerging as an independent interest body. During this transforming period, the imperfect characteristic of authority reform has resulted in several adverse effects such as governments promote urban comprehensive development, safeguard social fairness and justice, provide society public product and public service deliver, beautify the urban environment, maintain law and order.By far, there are many insufficient dimensions existing in formulation institution of urban comprehensive plan in China. Firstly, there is mismatch of responsibilities and authority powers of governments and corresponding track down of planner's role. Secondly, the unclear responsibility in examine and approval authorities. Thirdly, the scarcity of public participation in several important links.Due to the lack of lawful definition of public interests, in addition to the imperfect formulation institution of urban comprehensive plan, the involvement of public participation is not sufficient. Thus, the government plays an over dominant role in the whole decision making process, and the public interests are subjective to the other interests among the government goals.In response to the insufficient involvement of public participation, a balanced, consistent and comprehensive thinking should be embedded into the planning forming process. Consequently, the overall control on the involvement of public interests could be revealed. With regard to the dominant role of government in the planning making process, there are mainly two methods to settle the problem. Firstly, the current planning systems should be modified, in order to strengthen the direct control on the government behaviors. Secondly, other affected stakeholders should be encouraged to participate in the process.Therefore, these measures can help to shape a reasonable framework of actions in five spheres. Firstly, the relative laws and regulations should take into account of the irresponsible roles of government judgment in the decision making process, aiming to regulate the government behavior. Moreover, the forming procedures of urban comprehensive planning should be modified, focusing on the public participation in the planning consultation and decision process. Thirdly, the relative laws and regulations should regulate other stakeholders'role and responsibility. Fourthly, promoting build the foundations of public participation. Finally, innovating matching techniques to enhance maneuverability of laws. |
