Investment in public construction projects in China accounts for a large proportion of the social fixed assets investments, and the decision-making at the early stage of projects is a key point of the success or failure of the entire project. Bringing the public’s requirements and opinions into consideration of making a decision is a necessary condition of project decision-making, it also has become an international trend. Therefore, how to integrate public demands, and quantizing the demands into scientific and effective evaluation and decision-making of project programs has become a problem worthy of study.This thesis first analyzes the subject of public participation in public investment construction projects, introduces Stakeholder Theory and divides the public of project decision into four major stakeholder groups, such as the government, performing organization, general public and other groups affected by projects. This paper constructs the economic technology, social humanity and ecological environment three major systems, and analyzes 23 focus factors of stakeholder groups. The importance ranking of focus factors will be different because of the different stakeholder groups and different needs.Then, this paper introduces the fuzzy comprehensive evaluation method based on entropy weight to build a evaluation and decision-making model for public investment construction projects schemes based on public participation. Stakeholder groups are regard as a first grade evaluation index and important focus factors of stakeholder groups are treat as a second grade evaluation index, the performance estimate index system is put forward. Using this model to evaluate the alternatives and select the optimal scheme.In view of the north-south viaduct project in Guangzhou city, it calculates the weight of each stakeholder group. The importance ranking is the goverment(0.38)> general public(0.25)> performing organization(0.20)> other groups affected by projects(0.17). So it mainly considers the requirements of the government and the general public, and at the same time, the requirements of performing organizations and other groups affected by the projects also cannot be neglected. Under the current social and economic development level, this model takes into account the special nature of the project, and it has better resolve the contradictions between the stakeholder groups, to provide a certain basis for the objective decision.Finally, through the questionnaire survey method, it collects the satisfaction data of three schemes of stakeholder groups for the north-south viaduct project, and calculates the overall satisfaction of each scheme according to the mode. Among three design schemes, the third scheme get a highest score, that is 4.274, which can more meet the needs of stakeholder groups than other two schemes, so the third scheme is the optimal decision.
