In this paper, the research methods combine theory with practice. With the guidance of the project management theories, a series research on the elements, contents, characteristics, principle and the project cost contal of project management has been done from the perspective of construction enterprises with the 3M XQ site tank farm upgrade project as an example, and developed the general method of cost control in project management.Through this research, such conclusions can be drawn as follows:1. From the perspective of construction enterprises, in project cost control process, planned cost is seen as a control center; target achieving is the goal; schedule planning for the end is the manifestation of each cost element and factors of reference. As a whole, it emphasizes that the control process has the essential requirements of planning, purpose, and timeliness.2. In order to satisfy the low-cost needs of the market, the construction enterprises have to strength the cost contral by establishing a complete cost control system and relative regulatin system, and fully enhancing the awareness of cost control. It urges the enterprise to develop the methods of cost contrl. Thus, a cost lower than the industry average could be reached and it will give a stronger market competitiveness.3. To establish and complete the project database of an enterprise; to compare, analysis, summarize and evaluation the planned cost and the actual cost in the project planning phase (preparation phase) and completion of phase. These lay the foundation for the sustainable development of the enterprise, improvement of the management level, reduction the planning deviation caused by subjective reasons, and furture exhaustive planning.
