With increasingly severe competition position in hydropower construction industry, in order to promote its own survival and development, each hydropower construction unit is constantly carrying through reforms and explorations, thus new project management mode are introduced in order to promote its management level and create more economic benefits. For a hydropower construction project, time-limit control, quality and costs management are ternary restriction for project management. Besides, safety management is essential for a hydropower construction project. Therefore, it is vital to control these objectives effectively for the management of whole hydropower projects.In this paper, current status and problems of time-limit control management, quality control management, cost management were analyzed in mechanical and electrical installation project in hydropower industry. Correspondent strategies were proposed. This thesis also elucidated that if these problems would not be resolved, ternary control target of schedule, quality, and costs and safety would be affected; thereby fulfillment of the entire project would be affected. Besides, management of security would affect indirectly management of time-limit control, quality control and costs in mechanical and electrical installation project, therefore, correspondent measure must be taken in order to solve the existing problem in security management.In this paper, applications of theories and methods of ternary restriction in the management of schedule, quality, costs were dissertated, by a concrete example of mechanical and electrical installation project--Tianlong Lake Project. Finally, as a warrant of fulfilling ternary objectives, a set of objective management responsibility table is designed, according to the characteristics of project management of mechanical and electrical installation in order to improve project management level further.Effective application of ternary restriction theories and methods in project management will not only change bad current status in the project management, enhance the effectiveness of project management, but also create economic benefits for the project. What discussed in the thesis will provide a certain degree of reference for administrant of mechanical and electrical installation branch in hydropower project.
