In the current context of economic globalization, the business environment has undergone thoroughly changed, enterprises face a higher degree of uncertainty, and the future becomes more and more difficult to predict. That brings practical needs for the study of enterprises'strategic flexibility in the uncertainty environment. By a perspective in the external environment of uncertainty, strategic flexibility is an ability to respond to various needs from the uncertain competitive environment. Strategic flexibility are core competencies which help enterprises achieve a rapid development by adjusting and changing their internal structure to response to the environmental changing.SMEs are an important contribution to Chinese economic development, how to build strategic flexibility of SMEs to achieve sustainable growth has become an important focus. As the leader in a large number of SMEs, the growing SMEs have their own unique advantages. By the strategic flexibility of growing SMEs to study the effect of strategic flexibility for SMEs development is important and it has an even more practical significance of building strategic flexibility for the majority of SMEs to improve performance. In addition, environmental uncertainty is an important factor. Therefore, under the uncertainty environment more attention should been paid to the role of strategic flexibility in the process of enterprise's growth and analysised what changes will occur by the role of strategic flexibility for the effect of enterprise's growth.Based on above analysis, this paper takes the growing SMEs in Zhe Jiang as the analyzed object to explore the effect mechanism of strategic flexibility on enterprise performance and focus on analyzing the moderated effect of uncertainty environment on the relationship between strategic flexibility and enterprise performance.Firstly the theories of strategic flexibility, growing SMEs and others were reviewed, based on the existed research, the strategic flexibility is divided into resource flexibility,technology flexibility,structural flexibility and cultural flexibility four dimensions; the uncertainty environment is divided into dynamicity,complexity,unpredictability three dimensions; The performance of growing SMEs is divided into profit ability, growth potential two dimensions. Then questionnaire is designed and innovated based on the former research, the formal questionnaire is formed through reliability and validity analysis on the preliminary questionnaire. And then send the questionnaire to the growing SMEs and general SMEs respectively and randomly though field surveys and network.600 questionnaires are sended and recovered 211 valid questionnaires. Finally using Statistical analysis tool of SPSS16.0 with the methods of independent sample T test, Multiple regression analysis and moderated regression analysis etc. to verifies the conceptual model and research hypothesis. The results can be concluded as:1,Strategic flexibility are positively related to the performance of growing SMEs, strategic flexibility are the key variables to explain the performance of growing SMEs.2,Strategic flexibility are composed of four factors, namely resource flexibility, technology flexibility, structural flexibility and cultural Flexibility. All of the four factors can promote the performance of growing SMEs significantly, the effect of resource and technology flexibility are more stable than the structure and cultural flexibility.3,The dynamicity,the complexity, the unpredictability of uncertainty environment will positively moderate the relationship between strategic flexibility and the performance of growing SMEs. But regulation of different dimensions is different, dynamicity is more Significant.
