| Scientific and technological achievements is the strategic resources which can enhancing the ability of independent innovation for China, while the transformation of scientific and technological achievements is always treated as the primary driving force which can optimize the industrial structure and accelerate the economic development. Hunan is a traditional agricultural province. Establishing and perfecting the transformation mechanism of agricultural scientific and technological achievements will play an important role for modern agricultural development of Hunan province.This thesis summarized the related theory of transformation problems and countermeasures of agricultural scientific and technological achievements. It also analyzed the domestic and foreign typical experience of transformation mechanism. In the aspect of the policies and regulations, scientific program, service platform, agricultural hi-tech industry development, this thesis analyzed the situation of scientific and technological achievements transformation in Hunan province and try to find out the problem and the restraining factor.Based on the practical work of agricultural science and technology in Hunan province, this paper studied out guiding ideology and overall objectives countermeasures for transformation problems and countermeasures of agricultural scientific and technological achievements. The countermeasures include three part. Firstly, optimizing the policy environment for transformation of agricultural scientific and technological achievements. Secondly, improving the public service ability for transformation of agricultural scientific and technological achievements. Thirdly, strengthening the link of pilot experiment for transformation of agricultural scientific and technological achievements. |
