Currently, Hunan is at a critical period of economic structure transformation, economic growth power transformation and technological innovation drive strategic change. We need to complete the transfer mode, adjust the structure and construction of the’four modernizations two types’ arduous task of society. We need to complete arduous task of transfer mode, adjust the structure and build the "four-mode and two-type" society. Under this background, in order to win a comparative advantage in the future development and highlight the competitive advantage in the new opportunities and challenges, Hunan Province must achieve system innovation, relying on technological innovation, enhance the scientific and technological achievements transformation performance level, for the construction of economic and cultural of Hunan province, the formation of a strong innovation-driven development power, the formation of strong support for social and economic restructuring and upgrading.On the basis of organize and analysis domestic and foreign researchers’ relevant scientific and technological achievements transformation literature, this dissertation describes domestic and foreign scholars’ scientific and technological achievements transformation performance evaluation about the research content progress and main research method. The research shows that current need a comprehensive scientific and technological achievements conversion evaluation system, and evaluation methods are not objective and reliable. Based on the above problems, it will choose promote scientific and technological achievements transformation in Hunan Province as the goal, using a combination methods of research and empirical analysis, research the Science and Technology achievements transformation performance evaluation.Firstly, analysis the status of Scientific and Technological achievements transformation in Hunan, including the intellectual resources input, financial resources support, scientific and technological achievements outputs, scientific and technological achievements marketization, scientific and technological achievements transformation economic benefits and ecological benefits.Secondly, establishing the performance evaluation system from the perspective of resource input and achievements output. In the empirical part, based on the 2000-2013 data of Hunan Province, use the Malmquist Index algorithm of Data envelopment analysis (DEA) to evaluate Scientific and Technological achievements transformation over the years in Hunan Province and every region of Hunan Province.Then from the aspects of scientific and technological achievements of intellectual resources, financial resources, the level of output, scientific and technological achievements marketization, economic and ecological benefits, this dissertation established an inter-provincial comparative performance evaluation system of scientific and technological achievements transformation in Hunan Province. We introduced the basic idea of Rough set theory, and then use the method to do the indicators relative reduction to eliminate the redundant indicators. Also, we established a relatively streamlined and comprehensive evaluation system, combined with the gray correlation analysis method to calculate the index of gray correlation coefficient and used entropy method to determine the weight of each index. The last, we calculated ranking of Hunan Province in the national science and technology achievements transformation performance.Finally, based on empirical analysis conclusion, we found the reason of the level of scientific and technological achievements transformation performance in Hunan Province is not high are:(1) Overall scientific and technological innovation awareness is not high; (2) Hunan Local Financial Allocation funds usage is not high; (3) High-tech industry innovation ability is not strong; (4) The principal position of enterprises is not obvious. To deal with the above problems, we put forward specific suggestions and strategies:to enhance the awareness of innovation of the province, to create a good atmosphere; Strengthen the government’s macro-control technology, optimize the allocation of resources; Strengthen the dominant technological innovation position of enterprises, to build a new platform of science and technology innovation; Promote high-tech industry innovation breakthrough, to form a strong technological innovation and development power.
