Research On The Influencing Factors Of Agricultural Scientific And Technological Achievements’ Transformation

In recent years,the Chinese government has attached great importance to the innovation and application of agricultural science and technology.In 2018,the No.1 Central Document emphasized that it was necessary to “accelerate the construction of the national agricultural science and technology innovation system,make scientific and technological talents play a crucial role and deepen the reform of agricultural scientific and technological achievements’ transformation,promotion and application.In 2019,the No.1 Document of the Central Committee also emphasized that it was necessary to “accelerate to make breakthroughs in core technologies of agriculture and accelerate the integrated innovation and application of advanced practical technologies”.Under such a policy background,promoting agricultural science and technology research,development and innovation,especially accelerating the transformation of scientific and technological achievements,apply more agricultural scientific and technological achievements to agricultural production and management and gaining benefits already have become a major trend in agricultural modernization.In the stage of modern agricultural development,the new agricultural operators have taken the lead in applied agricultural technology research andachievements’ transformation.This paper takes the new agricultural managers as the research object.Firstly,under the theory of supply and demand theory and rational person hypothesis,the author designs and distributes more than 100 questionnaires on the transformation of scientific and technological achievements of new business entities,including agricultural leading enterprises,agricultural cooperatives and family farms in different parts of Fujian Province,and make statistical descriptions.Secondly,the writer used the analytical system of the analytic hierarchy process to establish an evaluation index system,and further used the expert evaluation method to invite 20 agriculture-related departments such as the Fujian Provincial Department of Agriculture,the Academy of Agricultural Sciences and the Agriculture and Forestry Economic Management Department of Fujian Agriculture and Forestry University.Science and technology experts participated in the evaluation to measure the weight of indicators.The statistical weights and rankings of the influencing factors of the transformation efficiency of agricultural scientific and technological achievements in Fujian’s modern agricultural development stage were obtained.Finally,the weights obtained were determined as ambiguous rights of fuzzy comprehensive evaluation method,with four evaluation grades of “A”,“B”,“C” and “D” were established.20 agricultural science and technology experts were invited to judge the grade according to thecurrent transformation efficiency of agricultural science and technology achievements in Fujian Province,and statistical data according to the percentage system method.As a result,the evaluation results of the overall target came out,and countermeasures can be put forward.The main study conclusions are as follows:(1)The contradiction between supply and demand in the agricultural science and technology market is the primary factor affecting the efficiency of agricultural scientific and technological achievements transformation,followed by technology acceptors,government behavior and agricultural technology promotion mechanisms.from the pointview of the author,increasing the supply and demand of agricultural scientific and technological achievements is its fundamental solution.(2)The AHP-FCE model is established by the combination of Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation method,and the comprehensive evaluation result of the transformation efficiency of agricultural science and technology achievements in Fujian Province is “C” and close to the “B” level.The agreement shows that the evaluation index system has certain scientific and applicability.(3)According to the weight of evaluation indicators,the construction of agricultural science and technology achievements based on the construction of new agricultural management entities in Fujian Province can put forward corresponding countermeasures from the four majoraspects including agricultural science and technology market,technology accepter,government behavior and agricultural extension mechanism.
