Study On Problems And Countermeasures Of Scientific And Technological Achievements Transformation In Tianjin

Science and technology play a very important role in economic and social development.Transformation of scientific and technological achievements is not only the most direct way for science and technology to promote economic development,but also an important way for enterprises to improve their ability of independent innovation.At present,Tianjin is bestowed with window of opportunity,and there is great potential for the commercialization of scientific and technology achievements.The social value brought by transformation will be relatively high,and the outlook is positive.However,there are still some problems,such as imperfect institutional mechanisms and inadequate capacity of service institutions.Accelerating the transformation of scientific and technological achievements into real social productivity is an important measure for shifting driving forces for development,fostering new engine of growth,adjusting industrial structure and realizing transformation and upgrading.There is also an urgent need for Tianjin to realize the 13 th Five-Year Plan and build One Base and Three Zones.The thesis is divided into six chapters.The first chapter is introduction.This paper mainly elaborates on the definition and the characteristics of scientific and technological achievements transformation,and the purpose of this paper is clearly defined.The second chapter focuses on the current situation and characteristics of scientific and technological achievements in Tianjin,and introduces Tianjin's relevant policies,output of scientific and technological achievements,transformation indicators,personnel,financing,mechanism construction and platform construction,etc.The third chapter introduces useful experience and inspiration of scientific and technological achievements from China and the other countries,and studies the main practices of transformation of scientific and technological achievements abroad,mainly in developed countries such as the United States,Japan and Germany,which have strong ability of independent innovation in science and technology.It also analyses the successful experience of commercialization of research achievements in China,studies the advanced models of Zhongguancun Science Park and Xi'an Institute of Optics and Precision Mechanics,and Wuhan city's experience in optimizing government services.Some best practices are summarized;In the fourth chapter,the main obstacle of transformation has been analysed.On the basis of the current research situation,this paper analyses the weak links of Tianjin from the aspects of system mechanism,policy formulation,pilot-scale guarantee,intermediary agencies,market research,intellectual property rights,etc.The fifth chapter introduces countermeasures for promoting the transformation of scientific and technological achievements.This chapter puts forward countermeasures from the aspects of establishing a multi-level platform,improving and perfecting the incentive and evaluation mechanism,increasing investment,highlighting market orientation,and strengthening the protection of intellectual property rights.The sixth chapter is a summary and vision for future.
