Study On Fiscal Policies To Promote Adjustment Of Industrial Structure

Economic development is the unification of economic growth and industrial structure optimization.Economic growth promotes industrical structure optimization which also promtes economic growth.With the further development of economic globalization and knowledge economy,industrial structure facts have play an even greater role in developing economy and the national government attach greatly.These make most countries have to adjust their fiscal policies in order to promote the optimization and upgraduing of their industrial structure to achieve the harmonious development.At the same time, our government always pays great attention to the adjustment of our industrial structure,but our industrial structure is not quite reasonable and corresponding improvement as our wishes because of the restriction of many historical,institutional and policy factors.These problems have greatly affected the further economic development.Therefore,Learning actively the successful experience and lessons of failures from foreign countires,and according to our current situation,our country promote industrial restructuring to perfect our fiscal policy,raise the overall level of industrial structure, promote industrial rationalization,to achieve sustainable economic development is of great practicel significance.This article,proceeding from this background and current situation,using the relevant theories of finance and industrical economics mainly relies on normative study and analuses from several following aspects.Firstly,it analyzes the three industrial and three industry structure of employment status,and on this basis,it analyzes empirically the contribution of the three industrical structure on economic growth and employment. Secondly,on the basis of limited financial and the inconsistency of growth and employment,it proposes the fiscal policy objectives of adjustment of industrial structure,namely:intermediate targets and end target.Thirdly,it once again analyzes the impact of financial instruments on the industrial structure and conducts an empirical analysis.Lastly,it analyzes the situation facing China's industrial structure adjustment and proposes the fiscal policy specific policy recommendations in order to promote industrial structure adjustment,pointing out that fiscal policy should be supported by fiscal spending and tax concessions.Then,China's industrial structure will promote comprehensively and achieve harmonious development.
