Analysis Of Our New Rural Endowment Insurance System

Rural endowment insurance system is an important social policy; it concerns the basic livelihood for China's hundreds of million farmers. As China is entering a new stage of developing industrialization, urbanization and modernization, the functions of Family-Supported-Age security system is gradually weakening and the aging in country is increasing, with the rapid development of industry, the expedite construction of city, migrant workers and landless farmers are growing. It's very important for guaranteeing the basic livelihood of rural old-age people, changing the tradition ideas, improving the rural endowment insurance system and safeguards the rural social stability.This paper has used a variety of analysis methods in-depth study of the reform process and practical problems of China's rural endowment insurance system. China's new rural endowment insurance system currently in the pilot phase of exploration, however, urban-rural gap is still large, the fund management is addle and the specific policy issues can not be implemented. In this paper, will propose new methods to solve these new problems alone with the status of rural social old-age, provide a theoretical basis referable to build China's new rural endowment insurance system and eventual establish an urban-rural integrated endowment insurance system.Based on above ideas, the basic content of this paper is as followed:Chapter one, introduction. Explains the research background; current study situation at home and abroad; the research methods and contents.Chapter two, Sub-classified for the development and reform process of China's rural old-age insurance; introduce and analysis for past policies.Chapter three, introduce that all localities actively worked on the feasibility study before the publication of new agricultural insurance policy; This chapter analysis the situation, problems and shortcoming before the new agricultural insurance policy has been published, it has analyzed a variety problems of the old agricultural insurance in depth.Chapter four, introduce the new agricultural insurance policy principles and characteristics, it inducted of a new agricultural policy differences form deep study, and found the new problems, propose new measures from analysis the implementation of new agricultural insurance.Chapter five, rural old-age insurance for the future direction of development, in accordance with the classification of different places and people choose, and ultimately the integration of urban and rural pension insurance system and unity.
