The International Comparison Of Rural Endowment Insurance System And Thinking Of "Maintenance Agreement" Pattern

Along with the country population aging and floating of young work force, the endowment pattern based on family support for aged can not satisfy the requirement of rural endowment, and can not satisfy the requirement of national economic development, either."Every family has old man, every man will get old". It is imminent to innovate in the pattern of rural endowment security and explore new rural endowment insurance according with national condition. Establishing new policy of rural endowment insurance relates to benefit of 940 millions of Chinese farmers, it also relates to national economic development and the realization of harmonious social target.With more attention to agriculture, countryside and farmers, and responsibility to social development, the present study firstly introduces the topic, significance and research methodologies, which are historical analysis, contrastive analysis, case analysis and other methods. Secondly, the present study analyzes the theory source and historical development of endowment insurance system and the pattern and the status of foreign and domestic endowment insurance system from the international and domestic, history and reality, theory and practice. Based on this theory, the present study sums up and analyzes the experience that are the development of foreign rural endowment insurance system and gives the enlightenment for China, which are the establishment of rural endowment insurance system should legislate, diversification of funding channels, multi-level incremental coverage and so on. Thirdly, the present study combines the phenomenon of maintenance agreement in reality to explain the feasibility of this pattern from a legal foundation, social conditions, current conditions and economics. Based on the above analysis, it puts forward some suggestions on reforming and improving rural endowment security system of China. The present author thinks the construction of China rural endowment security system should consider from the following aspects: (1) The material and spiritual needs should be both considered. (2) Fairness and efficiency should be paid more attention to. (3) The rural endowment pattern should be built with the way of a"family-based old-age, self-endowment assist, endowment to complement the state and society,"in order to promote the reform of the current endowment insurance system. At last, the present study summarizes the innovation points, limitations and suggestions for the future research.The innovation of the present study is based on creating complementary patterns of rural endowment, the present study tries adopting law, sociology, economics and relative theories to analyze the feasibility of Maintenance Agreement with giving full consideration to material and spiritual needs.
