Following the global manufacturing transfer last century, the international service outsourcing has become a trend in new round of global industrial revolution. As part of the developed countries to reduce the number of school-age workforce, multinational corporations face growing cost pressures, so more and more multinational corporations take international service outsourcing as an important strategy to enhance the market competitiveness. According to McKinsey predicts, the global offshore outsourcing scale will continue to expand in the coming years, expected to more than 160 billion U.S. dollars in 2012. Facing such enormous market scale of international service outsourcing, the majority of undertaking countries are making the support policy, striving for a favorable position in the new round of industrial transfer. China is a new service outsourcing country. There is a certain gap between our country and India, Ireland and other major services countries in the size and quality. There are many reasons for the disparity, and the policy factor is the crucial link. Thus, improving the service outsourcing policies has great significance to improve the undertaking competitiveness of Chinese corporations.Based on theory, the article analyzes the outsourcing policies of India, Ireland, and Philippines, which dominate important position in the international service outsourcing market. Sum up the similarities and differences, and analyze reasons of differences, as well as the service outsourcing policy achievement. Then, compare China's current policies with major service outsourcing countries. On one hand we can see achievements of international service outsourcing, on the other hand we should find out shortcomings and deficiencies of the policy. For example, intellectual property protection policies are not sound enough, the lower rate of tax incentives, and outsourcing talent training system is not perfect and so on. Finally, learn from undertaking service outsourcing experience of India, Ireland and other major countries, based on the actual situation in our country, and put forward some recommendations to improve our service outsourcing policy.Paper adopts the theory and practice research method. First, elaborate the theory and policy of international service outsourcing. On this basis, dissect the developed country's policy to integrate theory and practice closely. In addition, paper adopts a comparative analysis, taking undertake offshore outsourcing policy as the starting point to compare with major countries and seek to the reasons influencing the level of our competitiveness.
