Sum up the similarities and differences, and analyze reasons of differences, as well as the service outsourcing policy achievement. Then, compare China's current policies with major service outsourcing countries. On one hand we can see achievements of international service outsourcing, on the other hand we should find out shortcomings and deficiencies of the policy. For example, intellectual property protection policies are not sound enough, the lower rate of tax incentives, and outsourcing talent training system is not perfect and so on. Finally, learn from undertaking service outsourcing experience of India, Ireland and other major countries, based on the actual situation in our country, and put forward some recommendations to improve our service outsourcing policy.Paper adopts the theory and practice research method.
