Technology Spillovers From Information Technology Outsourcing

With the rapid development of the world economy and the information technology, outsourcing industries is playing more and more important role in the world economy and emerges as a growing phenomenon in the international trade, is changing the system of the international division of labour profoundly. This paper collected and analysised several articles which did research on outsourcing, service outsourcing and information technology outsourcing. I found more articles focused on the micro enterperises management and macro outsourcer countries, less focused on the outsourcee countries. More focused on the technology overflow of manufacture international transfer, less focused on the technology overflow of service industry, such as information technology. More used qualitative analysis; less used quantitative study in the fewer articles which involved in the technology overflow in information technology outsourcing. At the same time,the status quo of information technology outsourcing research in home and abroad just focused on the motivation of outsourcing in outsourcer countries, less focused on the effect of information technology outsourcing on outsourcee countries,also make empirical analysis on the influential factors seldomly.This paper selects economic data of Guangdong Province from 1998 to 2008 and introduce variable (such as per capital GDP of the third industry,research and development,patent application in Guangdong Province) as intermediate variable, the intermediate variable reflect the local outsourcee's absorptive capacity of technology spillover via information technology outsourcing. By empirical analysis, it also implies information technology outsourcing provides significant spillovers that improve local firms'innovation performances in Guangdong Province. these innovative activities also promote the development of information technology industry and bring the economic growth in Guangdong Province.Due to the global economic crisis, Guangdong Province's former style of economic growth is on the brink of risk. This article mainly research the economic effect of information technology outsourcing, it can provide references for the transformation of economic growth in Guangdong Province. It also has some practicle value for the industry development, Guangdong Province has the resource advantage and industry basement to undertake the software outsourcing. If the local government takes some good measures, it will be helpful for the software industry development.
