In the 20th century, science and technology have been developing rapidly, and the capacity of reforming the nature for the human being has been increasing, too. The rapid development of social productivity has created lots of social wealth. However, the activity of people pursuing economic benefit has brought about the degradation of environment, caused environmental pollution and other issues. We must pay great attention to these issues. However, although people talk about environmental issues, most of them only take the human beings as a whole, ignoring differences in different regions. In fact, the key of the issues behind the environment problems is the environmental equity; the few powerful developed regions have not taken up their duties to offset the benefits got. Instead, they have always wanted to sacrifice the economic development of the less developed areas. If we fail to address equity issues, our environment will further be worsen, the relationship among people will get worsen. And the construction of a harmonious society will be blocked. Therefore, a fair solution to the problem is an extremely important measure, so that China can build a harmonious society.In this paper, Kuznets'theory of economic growth is the starting point, and the environmental Kuznets curve is a reference point. According to our data for the year 2000-2007, we constructed three Kuznets'curve model for three different Chinese regions, i.e., the eastern part, the mid-land as well as the western part of the country. Using per capita GDP with respect to economic growth, and using three indicators of industrial emissions that cause environmental pollutions, it establishes a basic model with the panel data, and provides fit curves for the three regions accordingly. In order to further study the environmental issues, the paper adds Gini index to establish the expansion model, and provides new fit curves. Then, it makes a comparison of the curves of the different regions, and of the difference of the basic model and the expansion model. The distribution of income would affect the environment issues.The conclusion is that environmental inequity does exist in our country and more attention should be directed to it, and not all the pollution fitted curves are in line with traditional environmental Kuznets'inverted U-curve.
