An Research On The Design Of Post Management System Of GZ Marine Geological Survey

To establish post management system in public institution, realize the transition from fixed employment to contract employment, from identity management to post management is an important part for the reform of personnel system of the public institution. With a purpose of improving the reform of post management in GZ Marine Geological Survey (GZMGS), this paper conducts an in-depth research on the design of post management system of GZMGS.The first part puts forward research background, research purpose, its significance and the adopted methodology.The second part analyzes the theory and policy of post management in public institution; elaborates the definition of post and post management; summarizes the development of post management at home and abroad and analyzes the organization structure design theory, job analysis theory, the theory of fixed number of persons which are applied to post management. It also gives a general introduction to post setting management system in public institution of China.The third part anatomizes problems existed in current post management with regard to the general situation of GZMGS and analyzes the necessity of implementing the reform on post management.The fourth part carries out the design of post management system for GZMGS. First, project design for post setting management, which includes the principle for post setting, main contents and procure and specific situation for post setting. Second, the design of post employment system, which includes principles for post selecting and employment and employment procure.The fifth part puts forward five counter measures to ensure the effective implementation of post management system. It also emphasize that post management should enhance leadership and put people first, pay attention to the role of specially set post and consider setting post according to different people, establish post salary which is adapts to post management and arrange those unemployed person properly.The last part is conclusion, which points out that post management system of GZMGS is just a tentative exploration on post management reform and could be perfected by summing up practical experiences.
