Agricultural Credit System Reconstruction And The Implementing Mechanism Research

At present, in our country the twelfth program of next five years has been proposed, which includes the coordination of urban and rural's development, perfection of the long-effect mechanism that pomote agriculture by growing industry and country by city, further reinforcement of increasing peasant's benefit, and achieveing modern agriculture and new rural construction roundly. To achieve this historical task, besides relying on nationally financial investment, it is more necessary to depend on financial institutions and social capital's support. Considering our dual economic structure, the great gap of financial services between urban and rural areas, in recent years, although the country has issued a lot of its credit policy for peasants and actively reformed the rural financial organization system, but the most difficult problems in agriculture development, "difficult to borrow" and "difficult to loan" have not been solved yet fundamentally. The deep level reason for this condition is the lack of effective system guarantee for agricultural credit investment, and absence of system that disciplines agricultural credit subject's behavior. Solve the reduced uncertainty in practice and the constrained relationship to have benefit farming policies carried out. Thus, deepening the discussion of China's agricultural credit system reconstruction and enforcement mechanism has important theoretic value and practical significance to perfect our country's modern rural financial system, ensure the effective supply of agricultural credit, stabilize agricultural production and supply security, solidify the national economy foundation, advance modern agriculture and new rural construction.In this paper, on the premise that the connotation and denotation of system are clarified, a clear defination in the agricultural credit system in China is summarized. Based on the historical change in China, this paper analyses the present situation of agricultural credit system construction in the new period, study the lack of agricultural credit system problems and their reasons deeply, illustrates the construct principle and basic framework of agricultural credit system. This paper presents further reform and perfection of rural financial organization system, agricultural credit fund in the basic rules, the turnover of incentive mechanism of agricultural credit system, speeding up the construction of financial ecological environment which feeds the agricultural credit system, and constructing implementation mechanism of agricultural credit system which is scientific and reasonable.
