As the important traditional industrial province, the industrial economy has taken an important position, especially after 2003, drived by the new industrialization, the industrial economy in Shandong Province developed dramatically , the increased proportion of economic development also contributed to the rising economies of scale in Shandong Province. Since 2003, the added value in large-scale industry of Shandong Province have passed over that of Jiangsu and Guangdong Province, and when 2005, it ranked the first all over the country, which has been stayed until 2009. Therefore, the industry has been the main driving force to drive the rapid expansion of Shandong Province.In order to further implement the spirit of the party's seventh session of the Fifth Plenary Session, Shandong provincial government have developed a second five goals of the development of industry, which said that industry is an important pillar of our province's economy and the focus of industrial restructuring. Therefore, it must adhere to the road of the new industrialization and the implementation of high quality and efficient industrial development strategy to further promote the revitalization of industrial restructuring, to accelerate the construction of the modern industrial system, to seize the commanding heights of industry, and to promote industries to grow stronger and to improve the quality and level of overall economic growth .Therefore, this theory starts from the new-type industrialization, bases on the industrial development in Shandong Province and do some empirical analyses on the level and the quality of industrial development in Shandong Province. And then proposed the New industrial development strategy according to the analysis of the industrialization processes home and abord.
