This is very important to the Chinese economic develop and quality of economic growth. According to this, we give the detail policy proposal, including continually improving the R&D fund input, improving the quality of research result of R&D. government should have some policy to support the new technology and new invent to apply into the produce. Strength pushes the using of new technology and new product, actively to develop the Hi-Tech industry and through the Hi-Tech industry's development to push the traditional industry's enhancement. Attach importance to bring up talent which is the carrier of the any R&D. Pay attention to the human resource's accumulation and improving the efficiency of the education investment, through the accommodating between human resource and the development of science and technology to push Chinese economic development transfer from extensive way to intensive way as well as to enhance the quality of economic growth.
