Developing rural tourism is an important way to promote the integration of urban and rural areas. Rural tourism can play an important role in broadening the channels for farmers to generate income, increasing employment opportunities and incomes of farmers, improving the capacity and appearance of the village, enhancing the degree of civilization in the village. Developing rural tourism can make full use of agricultural resources, adjust and optimize the industrial structure of agriculture, promote the development of related industries in rural areas, attract more jobs for the peasants, thereby increase the income of farmers and relieve further expansion of income gap between urban and rural areas. Developing rural tourism can improve rural infrastructure, increase the construction and protection of infrastructure, such as roads, housing, utilities, communications, improve the rural landscape, promote the protection of rural environment, promote the development of rural modernization and provide the basis for the development of the integration of urban and rural areas. In recent years, with the continuous expediting of urbanization, the improvement of our living standards and the implementation of paid vacation system, rural tourism has become a new growth point of China's tourism industry and rural economic development. The competition of the rural tourism market has become increasingly fierce. At the same time, many issues including the use of resources and environmental protection becomes increasingly prominent, which are direct threats to the sustainable development of rural tourism. Therefore, exploring the rational development and use of rural tourism resources, achieving sustainable development of rural tourism and promoting the integration of urban and rural areas are important issue, which need us to be studied.As a major agricultural province, Shandong Province has rich rural natural and cultural resources, and its rural tourism has developed rapidly. However, lots of problems existed in terms of resource utilization and environmental protection appear increasingly, such as blind development, low-level utilization and small scale development on product development, inadequate protection, low-level management, the lack of professional personnel, which threaten integration of urban and rural areas and the sustainable development of rural tourism. For these reasons, with the guiding ideology of sustainable development, the article analyses the characteristics of its rural tourism resources, proposes the ideas of creating five rural tourism areas, setting out strategic thoughts on sustainable utilization of rural tourism resources, and tries to provide a new way for the health development of rural tourism in Shandong Province.This paper's main contents include the following aspects:1. The basic and theoretical research of rural tourism resources. In this part, connotation and basic characteristics of rural tourism resources and sustainable utilization are defined, following the related theory basis such as the sustainable development theory, the regional economic development theory, the theory of development and utilization of tourism resources are illustrated.2. Collect the data and analyze the status, structure, characteristics and utilization patterns of the rural tourism resources in Shandong Province.3.
