Abstract:For a long time, extensive growth mode of our country's coal industry creates the increasingly serious negative externality problem:serious waste of coal resources, land subsidence, severe pollution of groundwater and surface plant reduced because of the simple and high strength of coal mining; coal mining and processing emitted a large number of associated products, coal gangue, underground water and other renewable resources has not been get effective utilization; long-term shortage of coal markets resulting in a single structure of coal production and the use of unreasonable…The national development and reform commission in "12th Five-Year program on National Economic and Social Development" pointed out:in the future, we should focus on promoting economic restructuring and strategic emerging industry development, increasing the use of new technology to transform and upgrade traditional industries dynamics, increasing on research cost, increasing the technical innovation and speeding up the training of strategic new industries. The strategic thoughts will provide a wider development platform for technology innovation of Chinese coal industry system.
