The development of high-tech enterprises in Shanxi Province of Shanxi determine the pace of economic transformation and leaping development directly in recent years, however, the pace of many index of Shanxi high-tech enterprise has lagged far behind the other cities and the gap has the trend of widening gradually, the influence factors are various, however the existence of unreasonable phenomenon of human resources allocation of Shanxi high-tech enterprise also hinders the development of high-tech enterprises in Shanxi, in how much degree did Shanxi high-tech enterprise human resources configuration influence its organizational performance? Strive to explore concrete process and their differences of human resources affect organizational performance in different organization feature high-tech enterprise and that take different strategic, hope to the managers of high and new technology enterprise have enlightenment.On the basis of the extensive reading Chinese and foreign documents about human resources and organizational performance; discovered that currently in the condition of knowledge economy they are not yet to be thorough that impact study and empirical analysis about human resource configuration on organizational performance, they are still in the concept of import period, especially in the field of domestic research focused on important significance discussion, method and mode of the manpower resource research, and human resources characteristics description and concept of exploration, and concrete process of improving the organization performance by the rational allocation of human resources for different enterprise characteristics, different strategy of enterprises has few research, so this paper according to an enterprise's competitive advantage depends on its own human resources quantity and quality, especially certain enterprise human resource integration of human resources quantity and quality and namely human resources allocation, put forward as a core of high-tech enterprise human resources management, allocation of human resources should be positively related to organizational performance, and on the basis of reading a number of literature and based on the comprehensive relevant studies introducing the organizational atmosphere as medi-variation, organization characteristics as the control variables, strategic consistency as regulation variables, roll out mechanism model of China's high-tech enterprise human resources on organizational performance, Then, on the basis of summarize and in-depth analysis from a hundred of Shanxi high-tech enterprise research data developed factor analysis model, and not only make the theory put forward by the model to verify, i.e., different organization characteristics implement different strategic high-tech enterprise, human resources are through organizational climate affect organizational performance, but also on the basis of making a deep analysis of investigation data study in further by SPSS 17, found that different organization characteristics, implement different strategic high-tech enterprise of human resource allocation and organizational climate and organizational performance correlation has significant difference and then based on earlier chapters, according to different organization characteristics, high-tech enterprise strategy puts forward some specific Suggestions about how to improve organizational performance through good organization atmosphere by human resources allocation rationally.
