Effective organization increasingly takes cognizance of the importance of people in the various influencing performance factors, whatever the scale and property of an organization are, its success lies on the staff's decisions and theirs actions according to the decisions. That how to keep the staff's activities and organizational objectives to be accordant is a very important strategic problem that an enterprise must face.The organizational performance management under the model of strategic human resource management emphasizes the staff's performance, but its aim is to carry out the organizational performance better. The core aim of the organizational performance management is to develop the staff's potential, improve their levels and hang together the staff's and organizational objectives, build the enterprise's competitive capacity and improve organizational performance.This paper is divided into five parts:1. This part summarizes the relation between strategic human resource management and organizational performance widely introduced in those fields and discusses the significance and the purpose of the topic.2. It analyzes the correlative concepts and principle of strategic human resource management and organizational performance and the characteristics of human resource management.3. According to the operational requirement and practice characteristic of strategic human resource management, the model of organizational performance management is established. Every part of the model is analyzed then. It emphasizes to hang together the staff's objectives and enterprise strategic objectives. It is a process that supervisors insure the staff's activities and organizational objectives to be accordant.4. With Mathematics model and actual cases, the feasibility of the model of organizational performance management is validated.5. This part gives some advices: construct learning organization, inspire staff to study collectively to form foundational skill; construct strategic inspiring model to be based upon individual action analysis of the organization to foster self-inspiring and construct the perfect enterprise system.
