With the development of knowledge economics, enterprise's ability to create knowledge and skills determines whether the enterprise to achieve sustainable development. So human resources who own knowledge and skills become the strategic resources of the enterprises. High-tech talents are most innovative and competitive in the talents group. It is the foundation and focus of the regional economic development. This requires that strengthening the high-tech talents'planning work and providing reliable human resources to the sustainable development of the region and high-tech enterprises.In recent years, there have been considerable development of the high-tech enterprises'talents from quantity to quality in Shanxi. But compared with the domestic and international advanced provinces, there is a large gap. The frequent flow results in talent loss and technology leakage. Many constraints are the barriers to brain gain. All this has affected the sustainable development of enterprises. So the research on obstacles of brain gain in high-tech enterprise of Shanxi has theoretical and realistic significance for encouraging high-tech talents to play out their maximum potential and creating more economic benefits for the organization.This thesis used human resources management, industrial economics and innovation theory. First, the paper's background has been explained. Later, the characteristics of high-tech talents and the flow described by the guidance of technology innovation theory, spatial diffusion theory and human capital theory. Through the status analysis of the talent flow in high-tech enterprises in shanxi province, the obstacles of brain gain of high-tech talents from the external environment and internal envirionment was researched. Afterwards, the two factors'admeasurement was used different ways separately.The former used variatioon coefficient method, and the latter used factor analysis method. With these two factors as the independent variable and the degree of high-tech brain gain as dependent variable (it showed by the level of talents aggregation), regression analysis has been proceeded. Conclusion are as follows:external and internal environment factors and brain gain of high-talents are positively related. And the external environment factors'influence is more significant.The main work of thesis as follows:First, from the external environment factors to enterprises internal factors, the analysis about the obstacles of brain gain has been put out comprehensively. The former factors includes:population environment, economic environment, science and technology environment, social cultural environment and natural geographical environment. The latter factors includes:enterprises'scale, technology and funds and so on. With the external and internal factors as the independent variable and the degree of high-tech brain gain as dependent variable, a regression equation was showed out. Based on analysis results, some countermeasure was given.
