Shanxi Province as the old industrial base and the undeveloped regions, in order to achieve rapid development in the economic transformations, must be within the scope of a higher level of planning and propulsion, change economic growth mode, as a result realize the transformation of spanning development. These all needs the powerful backup of high-level personnel, as a carrier for high technology industries of high and new technology enterprise is the key to enhance regional competitiveness of Shanxi Province, also promoting the important strategy of constructing innovative shanxi resources. However, in recent years the development of high-tech enterprises in Shanxi Province lagged far behind other regions, and there has been a gradually get larger gap, the most prominent reason is high-tech enterprise key employees turnover problem is more serious, directly affects the normal operation and management of high-tech enterprise, that is not conducive to the healthy development of high-tech industries in Shanxi Province.By reading a large number of Chinese and foreign literature about brain drain theory, I found that the current in the era of knowledge economy for the brain drain problem research and the empirical analysis is not enough in-depth, especially the study of high-tech enterprise’s key employees brain drain is still in the exploration phase, so this article high-tech enterprise key employees talents in Shanxi Province as the research object, discusses the influence factors of its cause brain drain, in order to maintain and attract Shanxi Province high and new technology enterprise key employees to provide countermeasures and Suggestions. The main research work includes the following several aspects:(1) Through analyzing the present situation of the Shanxi Province high-tech enterprise, points out the necessity of studying core brain drain problem and realistic significance.(2) Combine of human capital theory, motivation theory research status at home and abroad, as well as brain drain, after analyzing the related influence factors of high-tech enterprise key employees in Shanxi Province.(3)Through the questionnaire survey, using regression analysis and correlation analysis was carried out on the questionnaire data analysis, screening the key influence factors of the key employees brain drain behavior, mainly including working environment, living environment, promotion prospects, the fairness of performance appraisal, salary levels, the competitiveness in the same industry, enterprise culture and the consistency of the personal values and job satisfaction factors.(4) according to the analysis of the conclusion of the brain drain key factors and characteristics of the present situation of the high-tech enterprises in Shanxi Province set corresponding countermeasures and Suggestions, mainly including the design of the talent to keep a well working environment, scientific planning and career development, and create a harmonious corporate culture and balance work and life; Talent attraction of build a competitive and attractive remuneration system, establishing the fair performance appraisal system, the implementation of diversified incentive to improve job satisfaction, promote the competitiveness of the enterprise itself.At last I hope this research for high-tech enterprise key employees turnover management of Shanxi Province provide effective reference.
