Today, the scale of construction projects are getting larger and larger, and show "group" form, more of which appear greater complexity in technology, more contractors, increasingly difficult oforganization and coordination. The traditional project management theory already can not adapt to the requirements of the development of modern project, the programme management theory arises at the historic moment. Human resources management is one of nine knowledge areas of project management, as the important tools and methods of human resources management, recent years, performance appraisal began to be applied in project management. Performance appraisal is very effective mean and tool of organization management, is the foundation to value the performance of all contractors, by which can regulate the behavior of contractors and the constraction management activities, supervise the goals, also can constantly the management level. This paper will explore how to introduce performance appraisal into program management, construct the dynamic performance appraisal system which match the characteristics of programme management.In this paper, by learning and absorbing the results of previous studies, interviewing and surveying the experts, at this basis, firstly, studied the basic concepts and theories of programme management and performance appraisal. Programme Management could not be simply understood as the management of large construction projects, and was also different from multi-project management, portfolio management.Performance appraisal of programme management was different from human resources management. Based on the analysis of performance formation mechanism of programme management, designed a typical performance appraisal index system, used the improved AHP to show the process of determining weights, given index assignment method. Then described the implement security measures and processes of the dynamic performance appraisal system. Finally, took the settlement building programme of old city transformation as an example, confirmed the the concrete implementation of the dynamic performance appraisal system.It's an attempt to introduce into programme management both in theory and practice, not only broaden the application areas of performance appraisal, but also improve programme management theory. How to build the optimal performance appraisal system suitable for programme management needs to be more in-depth study.
