The Coal and electricity are important basic source of our country, they both play an important role in the growth of our country economy. Since the 1970s, the state plan for the coal price beginning to change from plan price to the guidance price, and the electricity price has been controlled by government, the reform of them is not synchronous. so double-track system has appeared and the contradiction between them has been increasing and keeping hot up.To solve the contradiction between coal and electricity in our country. firstly, paper has introduced bid parameter object in terms of generation side electricity market, Structured revenue matrix of electricity market in accordance with the flow of ideas for hawk-dove game after researching literature both home and abroad, the electricity market has been analyzed makes evolutions applying, the evolution of the break-even points are obtained according to the Jacques and bidding evolution strategy are made certain. Secondly, under the conditions of electricity price known and complete information, the coal price, output and electricity output have been obtained using reaction function in two cases of the coal output more need and the electricity output more need. Then, the price of coal, output and electricity output are obtained in terms of incomplete information using bargaining model. After that, the price of coal, output and electricity are also obtained achieved from the view of cooperation and social interests maximizing. A solution to the profit distribution has been made according to the method of k-s.It is pointed out that the probability of an enterprise as well as different types of enterprises priority yield takes a major impact on changing the stability of the electricity market price and form bidding. At the same time, the conclusion is that individual interests be able to achieve maximizing in cooperation, the sum of cooperation profit also greater than no cooperation profit. In with, if the coal and electricity carry out cooperation, the conflict leaded by double-track system can be solved.
