| The equipment manufacturing is the material basic and important industrial and the cornerstone of national economy development. As one of Chinese important industrial bases, after years of development and construction, Liaoning Province has become the covering extensive fields of equipment industrial system. Because in 2008 economic crisis, the Liaoning equipment manufacturing was suffered the serious containment. World economics began to rebound after having experienced the World War II for the first time the negative growth since 2009. It is a good opportunity of Liaoning equipment manufacturing. Because of this trend, the Liaoning provincial government is very considerable of equipment manufacturing's development, and releases many policies to support the equipment manufacturing's development, advancing the scientific innovation vigorously. In view of this background and the development request, the paper attempt to analysis technical upgrading and technology innovation combination of the Liaoning equipment manufacturingThe article analyses overall technical capability present situation of Liaoning equipment manufacturing, Liaoning's scientific and technological innovation to face the question, the Liaoning scientific innovation characteristic and rule, the path of technical upgrading as well as the basic regular of technological innovation and technical upgrading. The article summarizes the movement mechanism which promotes based on the scientific innovation of the Liaoning equipment manufacturing technical upgrading. On the basis of above, researches on combination network and combination effect of technical upgrading and technology innovation of the Liaoning equipment manufacturing. The article emphatically analyses the strengthened effect using the factorial analysis model and the pessimistic interrelatedness model to technical upgrading and technology innovation of the Liaoning equipment manufacturing.
