Research On Social Responsibility Of State-owned Enterprise Under The Scientific Outlook On Development

After putting forward the aims of Scientific Outlook on Development and building a harmonious society, social circles have begun to concern together about the hot issue, namely, how to guide and regulate the management practice of state-owned enterprises as the main force to promote Chinese social and economic development and strengthen the construction of their social responsibility. In the new historical conditions, the instruction of Scientific Outlook on Development and the in-depth on social responsibility of state-owned enterprises, it is of great significance for promoting the international competitiveness of enterprises consolidating the Chinese Communist Party's ruling economic foundation, maintain social harmony and stability.This paper, with Scientific Outlook on Development as the point of view, reveals the intrinsic connection between Scientific Outlook on Development and social responsibility of state-owned enterprises based on the basic theoretical analysis of corporate social responsibility. And from this starting point, it also conducts in-depth analysis about the situation, problems, causes and countermeasures of the state-owned enterprises social responsibility. The article is divided into five parts:The first part is the introduction. It mainly expounds the background and significance, cards and reviews domestic and overseas research status, points out the basic ideas, research methods and the frame structure.The second part is the basic requirements of the Scientific Outlook on Development on state-owned enterprises social responsibility. It explains the basic theoretical knowledge and the relationships of Scientific Outlook on Development, corporate social responsibility and state-owned enterprises social responsibility, unearths the mutual connotations and the common principles that are insisted by state-owned enterprises social responsibility and Scientific Outlook on Development. It uses the enterprise citizen theory to distinguish the common and individual contents of social responsibility of state-owned enterprises and general corporates, points out the essence of state-owned enterprises social responsibility construction, makes clear the essential demands of Scientific Outlook on Development to guide state-owned enterprises to carry out social responsibility and improve the relationship between state-owned enterprises and society. It discovers also the relationship of guide and being guided, push and being pushed between Scientific Outlook on Development and state-owned enterprises.The third part is the analysis on the current situation of Chinese state-owned enterprises social responsibility. It is also the main part of the paper. Combining the actual situation of state-owned enterprises, related government policies, statistical bulletin, government reports, newspaper reports and other materials, this paper analyzes the situation, problems and causes of Chinese state-owned enterprises. It found that the construction of Chinese state-owned enterprises has made some achievements, but their aim is still focusing on profit. The problems in their development violate the basic requirements of Scientific Outlook on Development. This paper finds out the causes of these problems, namely, the lag of development concept and the weak law and system basis of government and state-owned enterprises.The fourth part is mainly about the path choice for promoting state-owned enterprises social responsibility under the guidance of Scientific Outlook on Development. It is also the theoretical core. There are three aspects, including government, state-owned enterprises and society. First, the government shall incorporate the concept of scientific development into the system that is related to state-owned enterprises management, restriction and supervision, consolidate the system foundation and promote social participation; Secondly, the state-owned enterprises should be based on the mechanism, innovate enterprise value, reshape the state-owned enterprise mission, innovate the development thoughts from the leaders to the ordinary workers, perfect the state-owned enterprises social responsibility system, supervision, assessment, training, promotion and reporting system; Finally, the society should actively participate and supervise, and finally form a trinity linkage mode with government as guidance, state-owned enterprises as the main body and social participation as support. The state-owned enterprises should play subjective initiative and then jointly promote state-owned enterprise social responsibility construction. They must focus on reality and base on long-term plan. Then we can promote state-owned enterprises social responsibility construction to a virtuous development road.The fifth part is the summary. It points out the basic conclusion and main achievements, generalization and summarization about the entire paper.
