The Present Situation Of The State-owned Enterprises To Fulfill Social Responsibility And Countermeasure Research

With the continuous development of China’s economy, the social from all walks of life demands of corporate social responsibility is growing, especially for state-owned enterprises to fulfill their social responsibilities has high hopes. Therefore, in the new historical conditions, to strengthen the research on the problem of social responsibility of state-owned enterprises, the profit ability and market competition ability of the state-owned enterprises, the construction of ecological civilization, to promote social sustainable undoubtedly has important significance to the healthy development of.This paper uses the theory of political science, combined with the spirit of the party’s eighteen and eighteen of the third plenary session, through the analysis of the domestic and foreign scholars on corporate social responsibility research results, compared with the successful experience of domestic and foreign enterprises to fulfill their social responsibilities, from the theory and practice of the two dimension, makes a comprehensive analysis of the theoretical basis, China’s state-owned enterprises to fulfill their social responsibility practice strategy, aims to explore specific path of state-owned enterprises to fulfill their social responsibilities.The full text is divided into six parts:The first part is the introduction. This paper mainly expounds the research background and significance, combs and reviews the domestic and foreign research present situation, explain the basic train of thought, research methods of this paper and the framework and main innovative points.The second part is the basic theory of the state-owned enterprise social responsibility. On the basis of defining the core concept of corporate social responsibility, social responsibility of state-owned enterprises and so on, elements reveals the social responsibility of state-owned enterprises, analyzes the four basic theories of state owned enterprises to fulfill their social responsibilities. Namely: the corporate citizenship theory, stakeholder theory, social contract theory, the theory of sustainable development.The third part is the hydro-power state-owned enterprises social responsibility effect. Combined with the current actual hydro-power in state-owned enterprises and related government policies, financial report, public opinion, government statistics reports and other information, from the political responsibility, economic responsibility, moral responsibility, environmental responsibility, the responsibility of charity in five dimensions, reveals that the state-owned enterprises to fulfill their social responsibilities achievements of hydro-power in china. Namely: to promote social employment, to perform the maintenance of social stability and political responsibility; profit ability promotion, to fulfill the value of state assets, in accordance with the law of economic responsibility; honest management, performed with the commercial credit and the legal and moral responsibility; implementation of green construction, fulfill students responsibility State Environmental protection; public spirited undertakings, to fulfill the responsibility of charity helping the poor.The fourth part is the state-owned enterprises to fulfill hydro-power problems and reasons existing social responsibility. Problems are mainly four: sustainable profitability needs strengthening, honest and trustworthy business occasionally missing, the balanced development of the staff is limited, still need to strengthen the consciousness of environmental protection. The problem of the reason mainly lies in: the government legal system is not perfect, weak supervision; internal enterprise to fulfill the social responsibility concept not win support among the people; social supervision mechanism is not perfect enough.The fifth part is the Countermeasures of hydro-power state-owned enterprises to fulfill the social responsibility. First of all, the government should put the idea of state-owned corporate social responsibility in the state-owned enterprises management, fusion of restriction and supervision system, consolidating the foundation of system, promoting social participation; secondly, the state-owned enterprises should be based on a long-term mechanism, the innovation of enterprise value, reshape the state-owned enterprise mission, from the leadership to the ordinary workers to re awareness, improve the enterprise internal state-owned enterprise society responsibility system, supervision, evaluation, training, propaganda and reporting system; finally, the society should participate actively, active supervision, and ultimately the formation of government guidance, the state-owned enterprises for three in one linkage mode of subject and social participation, give full play to the subjective initiative of the state-owned enterprises, to jointly promote the state-owned enterprises social responsibility construction. They must focus on reality, and also based on the long term, in order to promote the construction of social responsibility of state-owned enterprises on the road to healthy development.The sixth part is the summary of this thesis.
