GDP reflects the sum of the market values of all final goods and services produced within a particular country in a given period of time。China's GDP grows with the ratio of 10 percent generally, Along with economic development, the consumption of non-renewable resource, such as energy, mineral resources, water resource increased year after year, the land, water, air was polluted by massive discharges of polluted waste in the course of production, resulted in the descent of quality of ecological environment, the negative effect of centering on GDP has highlighted increasingly.Although GDP is an important macroeconomic indicators which mirrors the economic development, it can not reflect the negative impact on the natural resources and environment during economic development, the theories field puts forward the concept of the Green GDP. Based on the present GDP, Green GDP reduces the cost of natural resources consumption and the natural environment degeneration, efficiently reflected the sustainable development. We can comprehend the cost of environmental damage and resources loss in process of economic development by comparing with traditional GDP and Green GDP distinct.In this article,the author creates the country Green GDP accounting system by combining the feature of Chinese cities on the basis of theory about development and application of green GDP existing in China or other countries。Take the Hanchuan City economy development between 2007 and 2009 as example, accounting the Green GDP during 3-year by Country Green GDP accounting system, and compared to the traditional GDP system, indicated that the GDP progress during 2007 and 2009 of Hanchuan City raised obviously. Compared to the homophonous nation GDP progress, the data is raised obviously, The Green GDP growth rate,2008 is 18.7% more than 2007,2009 is 14.1% more than 2008,that indicates the quality of Green GDP is not steady.3%-4% economic progress was coming from sacrificed the natural source and ecological environment, that is unsustainable. So, the country Green GDP accounting system should be utilized nationwide rapidly, changing extensive operation to conservation-oriented, promoting the harmonious development of economy and society.
