Application Research On Green GDP Accounting Of HeBei Province

As the core index of the System of National Accounts,GDP is the main measurement to reflect the economic growth and policy efficiency of one country or region and also the important basis to weigh whether the society really makes progress.However,from the relationship between economy and environment,this index does not involve the negative effects on resources and environment imposed by the socio-economic development and neglect the loss caused by the wasting of resources and environmental pollution.All those cases may lead to ineffective economic decision-making and produce negtive impacts on the sustainable development.of society and economy.It can not only reflect the real level of wealth accumulation of one country or region by carrying out green GDP accounting and integrating resources and environmental factors into the System of National Accounts but also have important practical significance for implementing the scientific concept of development and achieving the sustainable development of society and economy.This paper combines the methods of theoretical analysis and empirical research. Through analysis and comparison of related green GDP which are proposed by current relevant experts in this field,the paper argues that Hebei province should consider the circumstances of resources and environment of itself and schedully promote green GDP calculation in stages,ameliorate the accounting method and enrich the content continuously,establish and improve green GDP accounting system gradually to make the Green GDP approach the true level of national economic development progressively and to evaluate the situation of economic development more scientifically.In specific accounts,the paper calculates the environmental and ecological costs and makes adjustment to current GDP through adopting a variety of methods such as income approach,restoration cost approach,maintenance cost approach to get "Green GDP adjusted by resources and environment".The main conclusions and contents are as follows:(1) The Green GDP index was somewhat low.Within the accounting framework, the green GDP amounted to 1054.082 billion Yuan,and the green GDP index of Hebei province was 90.40.That means 9.60%of GDP in 2006 of Hebei province was "virtual value".The conclusion revealed that,just as other regions,a large number of economic achievements in Hebei Province was based on the depletion of resources and degradation of environment.(2) The losses of arable land and mineral resources took the lion's share of the losses of natural resources which reached 61.166 billion Yuan,and the reduction index to GDP in 2006 was 5.42%,among which the arable land and mineral accounted for 2.12%and 1.84%respectively.In recent years,the area of arable land in Hebei province showed a decreasing trend,so Hebei province should strengthen the protection to arable land resources and improve the efficiency of the use of mineral resources in the future development.(3) The cost of treating environmental pollution accounted for major share of environmental degradation cost which totaled to 50.795 billion Yuan,and the reduction index to GDP of the year was 4.36%,among which the cost of treating environmental pollution covered 2.35%.Hebei province should pay enough attention to the environmental impact caused by economic development.(4) The ecological environment was fragile and the natural disasters happened frequently.The losses caused by natural disasters reached billion RMB 8.637,and the reduction index to GDP in 2006 was 0.74%.In order to enhance the ability to resist natural disasters and minimize the loss caused by them,Hebei Province has to strengthen the environmental protection and improve its infrastructure construction.With the socio-economic development,the concept of sustainable development has been generally accepted by people.Green GDP is one of the indicators to measure sustainable development.It has become a tendency to set up green national economic accounting system,and it is also a reasonable consequence of socio-economic development.Hebei province should start from the small things and pay great attention to improve system construction on resources and environment statistics.It also should take many kinds of measures to improve the green GDP index continuously,carry out the study of integrating the relevant indicators of Green GDP into cadres performance appraisal system and improve public's awareness of resources and environment protection,so as to better promote building a resource-conservative and environment-friendly society.
