Research On The Development And Distribution Plan Of General Chamber Of Commerce Of CHIDA

Considered the new round development projects and the suggestions on the formulation of "Eleventh Five-Year Plan", this article attempts to do research about improving the existing institutional arrangements and development patterns through the questionnaires research, which is about the enterprises service demands in the CHIDA (Changchun High-tech Industries Development Zone). The article establishes the construction of the institutional directions and chooses the development mode of the General Chamber of Commerce of CHIDA. Simultaneously, in the third angle it proposes some rationalization suggestion for the government and also recommends some prospective opinions about the future development ways and how to build trade branches in the area for the CHIDA.In the organizational structure, the General Chamber of Commerce of CHIDA will establish the market-based organization system in the future development, to build kind of corporation configuration of organizations and gradually weaken the dominant position which the State-owned companies lead in the members. To attract more private economy, mixed economy and other economic forms of business join in the Zone, such as the small and medium-sized enterprise. In the institutional arrangements, the General Chamber of Commerce should further improve its system construction; to establish a standard electoral system, the rules of procedure system and the financial system. Development of "Industry Code of Ethics", "Member Code ", "Exchange Information System "and "Resource Sharing System " should be formulated. The General Chamber of Commerce should also set up the board of supervisors, the supervisor and achieve each function in the standards. In the development model, the General Chamber of Commerce chooses classic Japan and South Korea Type, which means under the government's supervision and guidance to provide kinds of service from the Chamber itself. Meanwhile, it should provide a wider range of value-added services to maximize the service performance through the establishment of industry branch and the regional cooperation between different Chambers of Commerce. Pathway in the development, the General Chamber of Commerce of CHIDA will transform the service mechanism; create market-oriented service system and set up channels for multi-service platform and to build an economic organization which adapts the market.
