The author displays the integrated and comprehensive development process from the western merchant group system by the early traders to medieval guilds system to capitalism period in the modern sense of the chamber of commerce system. And on this basis, the author makes a targeted analysis of the characteristics of the individual stages of the chamber of commerce system during the development period. Then, from the institutional economics theory such as institutional change and institutional arrangement, the author studies the dynamic mechanism of the generation and development of chamber of commerce system in different historical periods. The author studies from two aspects which is external system environment and the internal main body behavior to make a deeply analysis of the two dynamic mechanism how to promote the development of the chamber of commerce in different historical periods.Finally, through the system analysis, the author sums up the general characteristics in the course of the formation and development of the western chamber of commerce system during the three periods, and according to the present state of development of chamber of commerce system in our country, the author gives a full consideration under the existing political system and economic system in our country and draw lessons from the advanced experience and enlightenment on the western chamber of commerce system in the process of the evolution and development,the author puts forward the enlightenment on the chamber of commerce system construction in our country.
