Study On Safety Cost Efficiency Of Petro-Chemical Project Management

In this dissertation, DPB Platform Construction project of Sino-Pec CDX Oil Field was taken as Case Study for analyzing project HSE Cost and HSE output with HSE Cost Efficiency theory. Final HSE cost efficiency of CDX-DPB project is about 1.43 which is not good enough compared to national average criteria. After analyzing the problems of project including:major contactor and subcontractor HSE management level is low, contractor employees could not follow all HSE requirements, no HSE consequences discipline procedure, ignoring employee's health requirement and environmental protection, no adequate equipment maintenance, etc. The root cause to all these problems is inadequate HSE investment or unreasonable HSE investment allocation. Considering many successful cases of international practice from internal and oversea leading company in Oil and Gas industrial, suggestions was made to improve HSE cost efficiency of oil and gas project:1) Improve HSE Management level. Following actions could be considered:improve and strictly follow HSE management system, conduct more HSE trainings to improve all employees HSE awareness, encourage all employees participation, introduce competition of contractors; While made these suggestions, CDX project was analyzed as example for the cost and benefit. The comparing result shows these suggest will cost limited amount money, but can bring great progress on HSE management.2) Reasonable HSE Investment. All HSE cost shall be considered in project budget to ensure project HSE cost efficiency. Two main sources of HSE budget is from parents company and project budget. Following is suggested priority for HSE investment::controlling high risk operation, compliance with HSE regulatory requirement, less amount for big improvement, and other long term investment.As of project's uncertainty, any HSE investment beyond budget shall be determined by comprehensive grade decision method.
