The Economic Analysis Of Construction Quality Supervision

With the rapid development of China's economy, improving people's well-being has gradually becomes the center of government work. In order to solve the most pressing housing problem and make people live a comfortable and assured life, Premier Wen pointed out that we will build 100 million unit of renovate housing units in run-down areas and low-income housing this year. And the construction of 36 million units of low-income housing will be completed in the next five years.However, the poor quality of the low-income housing is shocking by the sight, which brings bad effect to this people-oriented policy and even change its original intention. For the numerous problem in construction quality, the supervision of construction quality has been stressed and many regulations relevant to it have been improved. In this thesis, the author will describe the current situation of construction quality supervision in China, analyse the problems concerning this part through economics and then propose some rectification measures.In Chapter 1, the legislation and supervision of construction industry are discussed through the analysis of the insufficient part of researches on them conducted by jurisconsults and economists home and abroad. In Chapter 2, the theory and methodology of law and economics are summarized for later analysis. In Chapter 3, with the theory and methodology of institutional economics, law and economics and game theory, cost-benefit analysis is conducted on the action of relevant subjects economically and the game between the relevant subjects is also presented.The analysis reveal that the action of relevant subjects is driven by the pursuit of benefit, which offer suggestions for the alteration of law and regulation of the subjects, and in this way fundamentally solve the problems in construction quality supervision.Reviewing the history of construction industry and the supervision system of construction quality in China, it is easy to find that the supervision system of construction quality has changed with time and market demand. During the process of internationalization and self-improvement of construction industry in our country, we have to learn from the experiences from developed countries, in order to make useful suggestions for our own progress. In this thesis, some proposals are made for construction industry of China based on the analysis of supervision system of construction quality in America and Japan. Finally, to deal with the current situation of construction quality supervision in China, various rectification measures are given in specific stages, which are significant for the improvement of efficiency of construction quality supervision.
