The Establishment Of Social Credibility On Homeowners' Associations

Homeowners'associations are still emerging communities of civilian autonomous organizations, which are concomitant with the disintegration of unit system, commercialized housing, society civilization, civic consciousness, and the springing-up of property management industry during the social transition of China. They are powerful constitutive civilian autonomous organizations in the process of new urban community construction and commercial residential owners'autonomies, performing as defenders of the residents'rights, guarantors of the owners'autonomy, facilitator of market competition and creators of a harmonious community. Their existence has an indispensable role in mediating disputes between owners and property service agents, cultivating consciousness of citizenship and public spirit, guaranteeing community stability and unity, even maintaining a stable and harmonious social order. It bridges the owners and owners, the owners and property service company.Homeowners'association has already grown into one of the primary management main body, since the first one was born in Shenzhen Vanke Tianjing Garden in September 1991. After many years of practice and development, Homeowners'associations still remain climbing space and development potential, while improving itself both in the external environment and internal structure, but many negative factors affect the social credibility formation, for example, querying the legality because of the unclear legal status, low establishment of rates, fuzzy production program, poor public spirit, weak supervisory mechanism, corruption and even bought by property service to dandify rights of the majority owners.The credibility of civil society is an organization of social recognition and trust, it is bound by law to reflect the norms and self-discipline is the key measure of organizational capacity and enhance the credibility of the non-governmental organizations should take moral responsibility. Homeowners'association is the lack of social credibility of the efficiency of the main association, but also hinders it as a "third sector" to play a link role between the government and individuals an important factor in the bond. Therefore, homeowners'association for the construction of credibility is essential to improve the social credibility of it is to make residential property owners and government organizations rely on the community the most important civil autonomy, the owners'live and work, community unity, social stability and harmony effective protection. So I hope by studying the social credibility of the owners of the Committee for Construction of the way, perfect of its own building, so that legalization and standardization, in order to truly play the role of intermediary organizations to protect the owners lives in peace and happiness, to promote the city of new communities and promote "State - Market - society," the harmonious development and positive interaction.Based on the summary of previous research and reference, through the cities of Changchun and Shenyang, a few typical residential field studies, some interviews to the members of the homeowners'association and residents, I fully understand the various systems of the association, operational procedures and difficulties, in-depth understanding of the majority of owners and the committee's recognition of the extent of development proposals. To sorting out the multi-information and interviews, the author summarized the social credibility of homeowners'association is composite image of the internal and external, which is acting on behalf of the owners in the long run and help the property services company formed in such activities, such as credibility, authority, power and influence, etc, which is a result of the majority of owners, the relevant departments and even outside to the inside to all members of society, deep understanding from the point to the surface about the homeowners'associations, the subjective evaluation of their produce, value and sense of trust, which is a concept containing bilateral relations and subjective feelings.In this paper, standing organizational sociological point of view, structure and function theory, schools of social conflict dealt with the system "legitimacy mechanism" for theoretical support, to seek the crux of the lack of public trust about homeowners'association, related on the relationships between residents and the association, between the association and property services company, between homeowners'association and residents' committee. I think we can explore the causes both from the social and organizational aspects of their own: the social dimension is emerging civil society organizations in the social aspects of the culture of insufficient knowledge, the national commission on the legal status of the owners is not clear, community owners committee monitoring mechanism to be improved mechanisms such as the lack of legitimacy; organizational level to ensure funding is not owners of the committee, members of internal governance mechanisms are inadequate and their quality be improved and other factors. Thus, I further proposed to deal with the government through proper relationship, and increase government support; clear legal status of the owners committee, improve the relevant system; specify division of their functions, and other community collaborative governance body; strengthen the supervision and guidance of all walks of life, and urges owners to achieve the functions of the commission; enhanced committee internal governance, improve the quality of other members of their own several ways to construct the social credibility of homeowners'association.Social Credit is not just property owners within the commission itself, or the measure of market competitiveness and homeowners'association an important indicator of affinity, it is a special kind of authoritative resources and social power, the commission on the owners of their own development. Construction of homeowners'association of public trust can be enriched to a certain extent, the field of organizational sociology research committee for the relevant content owners to broaden the research field and field of vision, while owners of the committee on improving the relevant systems, and promote their development and maintenance of the owners community unity and stability, and promote harmonious development of society has a certain practical significance.
